Assam: Additional CS pitches for timely implementation of welfare schemes

Additional Chief Secretary, Social Welfare Department, Jishnu Barua reviewed and monitored the progress of various government social welfare flagship programmes to ensure their timely implementation.

Reviewing the welfare oriented programmes that include the Pradhan Mantri Matru Vandana Yojana (PMMVY) scheme, POSHAN Abhiyaan, Mahila Shakti Kendra (MSK), One Stop Centre (OSC), and Integrated Child Development Services (ICDS) programme with district administration officials and district heads of Social Welfare, Health, Public Health Engineering and Labour & Employment departments concerned at Deputy Commissioner’s conference hall here on Monday, Additional Chief Secretary Barua urged the officials to ensure their timely implementation so that the fruits of welfare oriented schemes reach out to the people.

The top ranking official stressed on the importance of creating awareness about the welfare schemes and holding meetings so that the benefits of such initiatives reached more people. “It is the duty of each and every official to create awareness on these welfare oriented schemes and also enrol more people in these schemes and make them partners in the development journey,” added Barua.

Barua also laid emphasis on proper and timely utilisation of funds for release of instalments from time to time. “Timely utilisation of fund is necessary for release of subsequent instalments,” he added.

The move behind the visit of the high level team of officials from Dispur to the three districts of Barak Valley is aimed to ensure that the various social welfare schemes of the government are strictly implemented and the benefits of the same percolate down to the last person entitled to them. “This systematic and periodical review of flagship schemes will get things moving on the right track by ensuring their timely implementation,” said an official.

A detailed power point presentation was given on the different schemes. Under PMMVY, 50 per cent fund has been released of which Rs.70 lakh has been disbursed to 4,764 beneficiaries in Hailakandi district.

All due applications, correction queue and backlog cases for second and third instalments will be completed on a mission mode covering all pregnant women and lactating mothers in the district within May 31.

Each district has been allotted Rs 22.94 lakh of which Rs.12.91 lakh has been released for establishment of PMMVY Cell for the year 2017-18.

Under ICDS, all Anganwadi centres will be brought under GPRS with plans on the anvil to start a special mobile app.

The review meeting was attended by Deputy Commissioner, Keerthi Jalli, Secretary, Social Welfare Department, Hemen Das, Additional Deputy Commissioner, EL Faihriem, Deputy Director cum Nodal Officer, PMMVY, Niva Das, State Consultant, POSHAN Abhiyaan, Dr. Gitali Bora and Statistical Assistant, State Cell, PMMVY, Ajoy Baishya and CDPOs of Algapur, Hailakandi, Katlicherra, Lala and South Hailakandi ICDS projects.

On Tuesday the team inspected the Anganwadi centres situated in tea and non-tea garden areas at Serispore, Gaglacherra, Kanchanpur, Vichingcha Part II and Narayanpur Part I before its departure to Karimganj.

The high powered team is on a four-day visit to Barak Valley during which apart from Hailakandi district, it will review the welfare oriented flagship schemes in Karimganj and Cachar districts.
