KAMALANAGAR- The Bharatiya Janata Party (BJP) of Chakma Autonomous District Council (CADC) District Committee today held its Executive Meeting through virtual mode wherein BJP CADC’s top brass leaders including Mizoram’s lone BJP MLA Dr. BD Chakma and BJP National Council Member Nirupam Chakma were present in the meeting. The BJP CADC District Committee heaps praise on Prime Minister Narendra Modi for his dynamic leadership and guiding the nation successfully during the last seven years and implementing various welfare schemes and initiatives taken towards making India Atmanirbhar.
The BJP CADC District Committee gives full credit to Prime Minister Narendra Modi for his timely and visionary action plan in tackling the COVID-19 crisis and successfully implementing the biggest vaccination drive in the world. The BJP CADC District committee also appreciates and thanks Prime Minister Narendra Modi for providing free ration to 80 crores marginalised sections and free vaccines to states for all citizens above 18 years.
During today’s virtual meeting the BJP CADC District Committee condemns the State MNF government led by Pu Zoramthanga for the policy paralysis in the State Government, mismanagement of State finances and the complete failure to implement various election promises made to the public, especially the promise to provide a minimum financial assistance to the tune of Rupees 3 lakhs to each family under Socio-Economic Development Policy (SEDP). The BJP CADC District Committee feels that State MNF Givernment led by Pu Zoramthanga is totally neglecting the Autonomous District Councils in terms of providing funds from the state. Autonomous District Councils areas are neglected in terms of development initiatives and support from state Government.
The BJP CADC District Committee strongly condemns State MNF Government and MNF party for totally neglecting the Chakma Autonomous District Council and not bothering at all as to how CADC administration has been running under the MNF Executive Committee of CADC since January 2019. The State Government has been keeping a blind eye to the corrupt administration of MNF run Executive Committee of CADC since 2019 and do not bother to take any action on several complaints over blatant corruptions, large scale administrative & financial irregularities committed by the (previous & present) MNF Executive Committees of CADC.
The CADC ruling MNF MDCs are thoroughly corrupt and they have been indulging in frequent power struggle amongst themselves resulting into deep political instability in Chakma Autonomous District Council (CADC) due to the constant changing of Chief Executive Member (CEM) which has made the CEM’s chair into the Musical Chair of CADC for the ruling Mizo National Front (MNF) government.
After a bitter infighting amongst MNF MDCs, a notice to remove Shri H. Amaresh Chakma, ex-Chairman Chairman of CADC was submitted by the same party’s Hon’ble Ex-Executive Member, CADC, Shri Mohan Chakma during the 1st Sitting of the Budget Session 2021-2022 held on 26th March, 2021. On the same day 26/03/2021 (Friday) followed by the resignation of Shri Rasik Mohan Chakma from the post of Chief Executive Member of Chakma Autonomous District Council on 29th March, 2021.
Thereafter, on 29th March, 2021 6 (Six) BJP MDCs of CADC had joined the Mizo National Front and Shri Durjya Dhan Chakma an elected MDC from Kamalanagar ‘N’ MDC Constituency and the Leader of MNF Legislature Party was appointed as the Chief Executive Member of the 10th Chakma Autonomous District Council. Within a very short span of time, 10 MNF MDCs have submitted a written representation to the existing Chief Executive Member of CADC on 5th July, 2021 and asked for tendering his resignation from the post of CEM demanding his resignation on moral ground as the existing CEM of CADC has lost majority support of Member of District Council.
The 12 MDCs in the 20 member Council of CADC have also requested to the Governor of Mizoram for immediate removal of the incumbent Chief Executive Member of CADC or to facilitate a floor test on his losing of confidence of the majority members of the council.
The BJP CADC District Committee strongly feels that a situation has arisen in which the administration of the Chakma Autonomous District Council cannot be run in accordance with the provisions of the Sixth Scheduled to the Constitution of India and there is no moral ground of these MNF MDCs to demand for floor test or claim for the formation of new Executive Committee of CADC.
The BJP CADC District Committee strongly demands that the administration of CADC be taken over by the Governor of Mizoram by immediate suspension of the present Executive Committee of CADC as per the special power vested to the Governor of Mizoram under paragraph 20BB of the sixth schedule to the Constitution of India followed by an inquiry by a competent person on the large scale administrative & financial irregularities committed by the (previous & present) MNF Executive Committees of CADC under the provision of paragraph 14 (1) to the Constitution of India and if such irregularities are found by such inquires, the 10th Chakma Autonomous District Council should be dissolved and call for Fresh General Elections in Chakma Autonomous District Council (CADC), Mizoram under the provisions of paragraph 16 (2) of the Sixth schedule to the constitution of India so that the people of CADC shall get an opportunity to choose a stable Government in Chakma Autonomous District Council.
The BJP CADC District committee welcomes the appointment of Dr. Hari Bapu Kambhampati as the new Governor of Mizoram and hopes that Mizoram will be immensely benefitted from his vast experience in different fields of governance.
The BJP CADC District Committee also appreciates Dr. BD Chakma the area MLA of 36th Tuichawng (ST) AC for judiciously utilising his MLA LADs funds by providing free food grains to more than 2 thousand needy families in 88 village councils in his constituency and also providing free medicines and other free medical kits to CHC, Chawngte and Covid Care Centres within his constituency.
