Manipur CSOs Delegation Meets MHA Officials in Delhi Over Ongoing Crisis
The CSO representatives presented a unified and urgent appeal on several key concerns:

NEW DELHI- In a significant step towards resolving the ongoing crisis in Manipur, a delegation of 19 members representing leading Civil Society Organizations (CSOs) from the state of Manipur, met with senior officials of the Ministry of Home Affairs (MHA) in New Delhi on Monday.
The delegation, comprising members from the Coordinating Committee on Manipur Integrity (COCOMI), the All Manipur United Clubs’ Organisation (AMUCO), and the Federation of Civil Society Organisations (FOCS), engaged in over three-and-a-half hours of deliberations with Mr. A.K. Mishra, Advisor (Northeast), Mr. Rajesh Kamble, Joint Director (Intelligence Bureau), and other MHA officials.

Core Issues Discussed:
The CSO representatives presented a unified and urgent appeal on several key concerns:
- Preserving Manipur’s territorial integrity: The delegation strongly opposed any initiative that could compromise the state’s territorial unity.
- Freedom of movement: Citing it as a constitutional right, they demanded restoration of unrestricted movement across the state.
- Resettlement of Internally Displaced Persons (IDPs): A time-bound plan for the return of displaced persons to their original homes was requested, to be completed within this year in phases.
- Implementation of NRC or similar mechanism: To address concerns over illegal immigration into the state.
- No extension of Suspension of Operation (SoO) agreements: Without consensus from all communities involved in the conflict.
- Future dialogues in Imphal: The CSOs emphasized that future peace meetings should be conducted in Manipur for better local representation and transparency.
- Readiness for stakeholder dialogues: The CSOs expressed willingness to participate in multi-stakeholder meetings if aimed at sustainable peace.

Additional Concerns Raised:
- Immediate release of the Gwaltabi incident enquiry report.
- Submission of a memorandum highlighting farmers’ safety concerns.
- Need for safeguards regarding the recent MHA directive to detect illegal immigrants within 30 days.
- Submission of a report on the construction of a 343 km illegal road along the Churachandpur-Kangpokpi axis, urging central intervention.
The MHA officials assured the delegation that their concerns would be given due consideration and forwarded to the appropriate departments for timely action.
The delegation is scheduled to return to Imphal on July 2, 2025, following which a public briefing will be held to update the people of Manipur on the discussions and outcomes.
