Mizoram Declared Insurgency-Free After HPC(D) Faction Lays Down Arms
Final HPC(D) faction led by Lalhmingthanga Sanate surrenders, marking the end of insurgency in Mizoram.

SESAWNG,( Mizoram)- In a significant development for Northeast India, Mizoram was officially declared an “insurgency-free state” on Thursday following the surrender of the last active militant group, the Lalhmingthanga Sanate-led faction of the Hmar People’s Convention (Democratic).
The declaration came during a “Homecoming and Arms Laying Ceremony” held at the Police Central Training Institute (CTI) in Sesawng, around 40 kilometres from Aizawl. A total of 43 cadres, including senior leaders, surrendered their arms before Inspector General of Police (Headquarters) H. Ramthlengliana.

The surrendered members took an oath to uphold the Constitution and abstain from unlawful activities. The oath was administered by Stephen Lalrinawma.
Chief Minister Lalduhoma, who attended the event as chief guest, described the moment as a milestone in the state’s history. He stated that with the return of the HPC(D) faction to mainstream society, there are no longer any active underground groups operating within Mizoram.

Home Minister K. Sapdanga reiterated the government’s commitment to rehabilitating the surrendered cadres and accelerating development in Hmar-inhabited regions.
Peace Agreement and Rehabilitation
The surrender follows a peace agreement signed on April 14, 2024, at Sakawrdai. The agreement includes a socio-economic development package for the Sinlung Hills Council (SHC) area, focusing on infrastructure, healthcare, and education.
It also provides for cultural recognition, including the designation of Sikpui Ruoi, a Hmar winter festival, as a restricted state holiday, along with a comprehensive rehabilitation package aimed at facilitating the reintegration of the 43 cadres into civilian life.
Historical Context
The Hmar insurgency dates back to the late 1980s, driven by demands for an Autonomous District Council under the Sixth Schedule. While major factions had entered peace accords in 1994 and 2018, the Sanate-led faction remained the last active group.
With its surrender, the decades-long insurgency in the northern parts of Mizoram has effectively come to an end, marking a major step forward in ensuring long-term peace, stability, and development in the state.
