Unified Command Meeting Assesses Manipur Law and Order, National Highway Security

IMPHAL- Manipur Chief Minister Yumnam Khemchand Singh on Monday reviewed the state’s overall security situation, with particular focus on security along the National Highways, before holding a separate high-level discussion on the proposed resumption of Imphal-Guwahati and Imphal-Dimapur bus services.

Khemchand Singh chaired a Combined Headquarters (Unified Command) security meeting at the Chief Minister’s Secretariat in Imphal, where the prevailing law and order situation across the state was reviewed. The security scenario along Manipur’s National Highways was also discussed during the meeting.

The meeting brought together the state’s senior civil and police leadership as well as top military, paramilitary and intelligence officials.

Those attending included Chief Secretary Dr Puneet Kumar Goel, Advisor (Security) Kuldiep Singh, Director General of Police Mukesh Singh, ADGP (Intelligence) Lhari Dorjee Lhatoo, Major General Gaurav Sharma, IGAR (South), Major General Subhankar Basu, GOC 57 Mountain Division, and CRPF IG Rajendra Narayan Dash.

Senior representatives of central security and intelligence agencies were also present, including the Joint Director of the Subsidiary Intelligence Bureau, Ministry of Home Affairs, Deputy Inspector General of the BSF, Commandant of the ITBP and Officer Commanding of the SSB, Manipur.

The inclusion of National Highway security in the Unified Command discussions is significant because the highways are critical links connecting Manipur with neighbouring states and serve as major routes for movement of people and essential supplies.

The meeting, however, did not publicly disclose specific operational decisions or details of the security measures discussed along the highways.

Following the security meeting, the Chief Minister chaired another high-level meeting involving the same senior security officials and representatives of transporters.

The second meeting focused on the proposed resumption of Imphal-Guwahati and Imphal-Dimapur bus services, according to the statement.

The proposed restoration of the two bus services would reconnect Imphal with Guwahati and Dimapur by road, providing an important public transport link between Manipur and neighbouring Assam and Nagaland.

The discussions with transporters came shortly after the proposed resumption was jointly announced from Kangpokpi district headquarters on August 8 by Chief Minister Khemchand Singh, Deputy Chief Minister Nemcha Kipgen and Saitu Assembly Constituency MLA Haokholet Kipgen.

The government has not provided, in the statement, a specific date for the actual restart of the services.

The sequence of Monday’s meetings places highway security and the restoration of public transport connectivity within the same broader discussion of normalising movement across the state.

While the Unified Command meeting focused on the prevailing security and law-and-order situation, the subsequent engagement with transporters indicates that authorities are also working towards restoring inter-state bus connectivity.

For passengers, the resumption of the Imphal-Guwahati and Imphal-Dimapur services could provide additional road-based transport options. However, their actual operation will depend on security conditions and arrangements worked out between the authorities and transport operators.

The immediate significance of the meetings is therefore twofold: strengthening security along key highway corridors while simultaneously working towards restoring regular inter-state bus connectivity from Imphal.
