The Operational Group meeting chaired by  Lt Gen Manoj Pande, AVSM, VSM GOC Gajraj Corps was held on 05 April in Narangi Cantonment and the event was attended by the DGP Assam,  Kuladhar Saikia, IPS and other senior functionaries of the State Administration which included Ashutosh Agnihotri IAS, Commissioner & Secretary (Home & Political), Hiren Nath, IGP (SB), Tapan Kumar Deka, IPS Additional Director SIB (MHA). Representatives from other security agencies like BSF, CRPF and SSB also attended the meeting.

A review of the prevailing security situation in the entire North East in general and Assam in particular was carried out during the meeting. Conduct of the event assumes importance since, it was organised in the run up to the Parliamentary elections, scheduled in the second and third week of April in Assam.

The meeting also brought to light the requirement to take proactive measures to avoid any adverse law & order situation in the wake of recent developments over Citizenship Amendment Bill, ST Bill and other contentious issues.  All the issues covering Intelligence, Law & Order and the CI/CT operations were deliberated upon and plans formulated to ensure an incident free conduct of the Parliamentary elections.

In the state of Assam, due to the ongoing insurgency, the Unified Headquarters Mechanism was established in the early 90’s wherein, the Strategy Group functions under the Chief Secretary and the Operational Group is headed by the Tezpur based GOC 4 Corps.

While strategic issues are deliberated upon in the former, the latter is responsible for formulating and streamlining the conduct of CI/CT Operations at the operational and tactical level. The smooth and efficient functioning of both these groups has resulted in overall improvement and stabilisation of the CI/CT situation in the state of Assam.
