Assam to Conduct Statewide Mock Drill in 14 Civil Defence Districts Amid Rising Security Concerns

GUWAHATI-    In a bid to strengthen preparedness against potential security threats, the Government of Assam will conduct a large-scale mock drill across 14 designated ‘civil defence districts’ on Wednesday, officials announced today.

The exercise follows directives from the Ministry of Home Affairs (MHA), amid growing concerns over national security in the wake of the recent Pahalgam terror attack in Jammu & Kashmir.

A high-level meeting chaired by the Chief Secretary of Assam reviewed the readiness of stakeholder departments, including Assam Police’s Home Guard and Civil Defence, which will lead the operations in coordination with other agencies.

“Instructions have been issued to all 14 districts to carry out the mock drill as per prescribed protocols. The exercise will begin at 4 PM and continue until all procedures are completed,” a senior official said.

Locations where  the mock drill will be held are, Bongaigaon, Dibrugarh, Dhubri, Goalpara, Jorhat, Sivasagar, Tinsukia, Tezpur, Digboi, Duliajan, Guwahati , Rangia, Namrup, Nazira, North Lakhimpur, Numaligarh, Darrang, Golaghat, Karbi Anglong and Kokrajhar

Agencies involved include fire services, health department, disaster management authorities, BSNL, DIPR, and the Indian Army, which has also been alerted to participate.

The Fire and Emergency Services (F&ES) Headquarters has directed all district stations to coordinate with civil defence wardens and submit action reports post-drill.

The primary objectives of the drill are to assess:

  • Functionality of air raid warning systems
  • Hotline and radio communications with the Indian Air Force
  • Efficiency of control rooms and shadow control rooms
  • Evacuation protocols and public response strategies
  • Training of civilians and staff for emergency situations
  • Blackout and camouflaging procedures for vital installations

The MHA has advised all states to actively involve students, employees from public and private sectors, healthcare workers, railway and metro staff, and uniformed forces to ensure community-level preparedness.

The drill holds particular significance as India remains on high alert following the April 22 attack in Pahalgam, which resulted in 26 civilian casualties, most of them tourists. Assam’s proactive participation aims to ensure readiness for any unforeseen threats while promoting a culture of resilience and coordinated response.
