Manipur CM Holds Talks with Kuki-Zo Leaders in Guwahati

A meeting between Manipur CM and Kuki-Zo leaders in Guwahati marks the first formal engagement in years, focusing on trust-building and conflict de-escalation.

IMPHAL/GUWAHATI — In what is being hailed as the most significant diplomatic breakthrough since ethnic violence fractured Manipur in May 2023, Chief Minister Yumnam Khemchand Singh held a historic “confidence-building” meeting with the Kuki-Zo Council in Guwahati on Saturday, March 21, 2026.

This marks the first time a Manipur Chief Minister has engaged in a formal, face-to-face dialogue with Kuki-Zo leadership in nearly three years. The meeting, held at a neutral venue in Assam, signal a decisive shift away from the political deadlock that characterized the region during the period of President’s Rule.

A “New Chapter” for Manipur

Emerging from the six-hour closed-door session, CM Khemchand Singh described the atmosphere as “cautiously optimistic.”

“Today was not about final solutions, but about reclaiming the lost ground of trust,” the Chief Minister told reporters. “We have lived in silos for too long. My government’s priority is to ensure that every citizen, whether in the valley or the hills, feels the state belongs to them.”

The Kuki-Zo Council, which has historically maintained a “no-talks” stance with the previous state administration, expressed a willingness to continue the process. “We have placed our core concerns regarding security and administrative autonomy on the table. The fact that the CM came to meet us is a gesture we acknowledge,” a spokesperson for the Council stated.

Key Outcomes of the Guwahati Meet:

Joint Peace Committees: Agreement to form local-level peace committees comprising elders from both Meitei and Kuki-Zo communities to prevent minor skirmishes from escalating.

Safe Transit Corridors: Initial discussions on reopening crucial highway stretches to ensure the flow of essential goods and medical supplies to hill districts.

Displaced Persons Roadmap: A preliminary commitment to begin a phased, voluntary return of displaced families to their ancestral lands, backed by state-guaranteed security.

The Road Ahead

While the meeting is a massive symbolic victory for the month-old Khemchand administration, significant hurdles remain. Recent friction between Tangkhul Naga and Kuki groups over land access in the border regions continues to threaten the fragile stability.

However, political analysts suggest that by bypassing the “valley-centric” image of the past, the new CM has managed to do what many thought impossible: getting both sides to sit at the same table.

Further rounds of talks are expected to take place in early April, with the potential involvement of Union Home Ministry officials to provide a constitutional framework for the proposed peace roadmap.
