Manipur CM Highlights Peace Efforts, Seeks Greater Central Support at NITI Aayog Meeting
Addressing the 11th Governing Council Meeting of NITI Aayog, Chief Minister Yumnam Khemchand Singh highlighted improvements in law and order, progress in IDP rehabilitation and the state's development priorities.

NEW DELHI- Manipur Chief Minister Yumnam Khemchand Singh on Thursday highlighted the state’s efforts towards peace-building, rehabilitation and economic recovery while seeking additional support from the Centre during the 11th Governing Council Meeting of NITI Aayog in New Delhi.
The meeting, chaired by Prime Minister Narendra Modi, was held under the theme “Inclusive Human Development for Viksit Bharat@2047” and attended by Union Ministers, Chief Ministers, Lieutenant Governors and senior government officials from across the country.
Addressing the gathering, the Chief Minister said that the overall law and order situation in Manipur had improved due to coordinated efforts by the Central and State Governments. He acknowledged the role played by Union Home Minister Amit Shah and various security agencies in restoring stability in the state.

Khemchand Singh informed the council that rehabilitation measures for Internally Displaced Persons (IDPs) remain a key priority. He stated that approximately 11,000 displaced families have been resettled under the ongoing Resettlement and Rehabilitation Package with support from the Central Government. Efforts are underway to facilitate the return and rehabilitation of the remaining affected families.
The Chief Minister also welcomed the approval of 5,000 additional houses under the Pradhan Mantri Awas Yojana-Gramin (PMAY-G) for 2026-27 and sought further assistance to accelerate rehabilitation and livelihood restoration programmes.

Referring to his government’s efforts since assuming office on February 4, 2026, Khemchand Singh said the administration has focused not only on restoring peace but also on rebuilding trust and reconciliation among different communities affected by the conflict.
He highlighted his visits to relief camps and conflict-affected districts, including Jiribam, Kangpokpi, Senapati and Ukhrul, where he interacted with residents, community leaders and displaced families. According to the Chief Minister, Jiribam has emerged as a positive example of inter-community engagement, where members of Meitei, Kuki, Paite and Hmar communities participated in peace-building initiatives together.

The Chief Minister noted that some displaced residents of Jiribam have begun returning to their homes and expressed hope that similar reconciliation efforts could be replicated in other parts of the state.
On border management, Khemchand Singh raised concerns over challenges arising from the situation in neighbouring Myanmar. He called for enhanced surveillance, stronger border management mechanisms and coordinated efforts to combat drug trafficking, arms smuggling and human trafficking along the Indo-Myanmar border.
He informed the council that 50 kilometres of border fencing had already been completed by the Ministry of Home Affairs, while work on an additional 80 kilometres was underway.
In the health sector, the Chief Minister reported that more than 1.4 lakh treatments worth over ₹181 crore had been provided under the Ayushman Bharat scheme and the Chief Ministergi Hakshelgi Tengbang programme. He also stated that Manipur currently records the lowest Infant Mortality Rate in the country.
Highlighting progress in higher education, Khemchand Singh said the state’s Gross Enrolment Ratio stands at 35.5 per cent, exceeding the national average of 28.4 per cent. He noted that recruitment of teaching faculty is being undertaken in mission mode and that universities in the state are aligning with the National Education Policy (NEP) 2020 and National Credit Framework reforms.
The Chief Minister urged the Centre to include Manipur in the proposed national Research and Innovation Parks and Mega Educational Hubs initiative, suggesting the establishment of a regional node connecting universities, technical institutions and local industries.
He also highlighted achievements in skill development, noting that youths from Manipur have received training in the Japanese language and secured employment opportunities in Japan’s healthcare and hospitality sectors. Additional placements have reportedly been facilitated in countries including the United Arab Emirates, Portugal and the United States through skill development programmes.
Seeking further support, Khemchand Singh called for modernisation of Industrial Training Institutes (ITIs) and polytechnic institutions, expansion of the Aspirational Districts and Aspirational Blocks programmes, and accelerated implementation of connectivity projects under the Act East Policy, including highways, railway networks and trade infrastructure at Moreh.
Concluding his address, the Chief Minister reiterated the state government’s commitment to restoring peace and ensuring inclusive development. He said Manipur was gradually moving towards stability and economic recovery, while emphasising the importance of continued support from the Central Government and NITI Aayog in achieving long-term development goals.
