Manipur: Tension Erupts in Ukhrul Over Alleged Unauthorized Assam Rifles Outpost
Naga organizations allege that a temporary Assam Rifles outpost was established without local consent, while conflicting accounts emerge over confrontations between protesters and security personnel.

UKHRUL ( Manipur )- Tension escalated in Manipur’s Ukhrul district on Sunday after local Naga organizations protested against the alleged establishment of a temporary Assam Rifles outpost in New Heaven village along the Imphal–Ukhrul road.
According to reports from local media and community sources, members of the Katho Katamnao Long (Katho Students’ Union), Katho Long, and the Katho Women Coordination Committee (KWCC) led demonstrations against the deployment of personnel from the 40 Assam Rifles in an area reportedly falling under the jurisdiction of Shokvao village. Protesters alleged that the outpost was established without prior consultation or consent from village authorities.
Videos and eyewitness accounts circulating on social media showed demonstrators, including women, confronting security personnel at the site. Local organizations alleged that Assam Rifles personnel used force against protesters, including women participants and Mathotmi Kasar, president of the Katho Students’ Union. Some accounts further claimed that security personnel resorted to firing in the air to disperse the gathering.

However, alternative accounts emerging from other sources presented a different version of events. These reports suggested that sections of the crowd became aggressive, allegedly attempting to overturn a security vehicle and physically confront security personnel. According to these accounts, security forces responded with crowd-control measures, including blank firing, to restore order.
As of late evening, no official confirmation of serious injuries or fatalities had been reported. The situation was described as tense but under control, with security personnel maintaining a presence in the area.

The incident has drawn strong reactions from Naga civil society organizations. The Tangkhul Students’ Union and several other groups condemned the alleged actions of the security forces and called for intervention by national and international human rights bodies. These organizations have framed the establishment of the outpost as an encroachment on local autonomy and customary village authority.
The developments come amid continuing sensitivities surrounding security deployments in Ukhrul district and other parts of Manipur, where questions of local governance, autonomy, and security remain politically and socially significant.

While local groups view the deployment as a violation of community rights, some voices from other communities argue that security operations are necessary in areas affected by periodic ethnic and law-and-order challenges.
Authorities had not issued an official statement on the incident at the time of publication. Further clarity is expected from the district administration and security agencies as investigations and consultations continue.
The episode underscores the continuing challenges of balancing security imperatives with local concerns in Manipur, a state that has witnessed recurring tensions over governance, identity, and territorial issues.
