Controversy Erupts Over IAS-IPS Officers’ Land Purchase Near Bhopal Bypass Project

A land purchase involving nearly 50 IAS and IPS officers in Bhopal has come under scrutiny after property values reportedly surged following a nearby bypass project approval.

BHOPAL-   A major land deal involving nearly 50 senior IAS and IPS officers has sparked widespread debate and calls for investigation in Madhya Pradesh after the property’s value allegedly surged more than 11 times following the approval of a major infrastructure project nearby.

According to an investigation by Dainik Bhaskar, the officers jointly purchased 2.023 hectares (approximately 5 acres or 2.17 lakh square feet) of agricultural land in Guradi Ghat village, Kolar area of Bhopal, on April 4, 2022. The transaction was registered in a single document for about ₹5.5 crore, with the market value at the time listed as ₹7.78 crore (roughly ₹82 per square foot).

The buyers included officers from the Madhya Pradesh cadre as well as those from Maharashtra, Telangana, Haryana, and some posted in Delhi. In their Immovable Property Returns (IPR), the investment was described as a collective venture by “like-minded officers.”

In August 2023 (16 months after the purchase), the Madhya Pradesh Cabinet approved the ₹3,200 crore Western Bhopal Bypass project, with the road alignment passing within approximately 500 meters of the land.

In June 2024 (10 months after project approval),  the land use was changed from agricultural to residential.

Following these developments, local market rates in the area reportedly rose sharply — first to around ₹557 per square foot after rezoning, and now estimated at ₹2,500–3,000 per square foot. This has pushed the current value of the plot to between ₹55 crore and ₹65 crore, according to multiple reports.

The timing of the purchase, project approval, and land conversion has drawn sharp criticism on social media and from public figures, with many comparing it to “insider trading” in real estate.

Entrepreneur Vikas Saraswat and former DGP Shesh Paul Vaid are among those who have publicly called for a thorough investigation.

As of May 11, 2026, the Madhya Pradesh government has not issued any official statement or announced a probe into the matter.

Officers involved have not publicly commented on the reports. Supporters of the officers argue that the purchase was a legitimate joint investment disclosed in official records, and that infrastructure projects naturally boost land values across the region.
